Terms of Reference: Evaluation of Carbon Offset Data and Calculation Methods

Context Jacarandas is committed to reducing and offsetting its carbon footprint. We have implemented a system for calculating our greenhouse gas (GHG) emissions and are taking actions for carbon offsetting. However, we wish to have an external accredited provider evaluate the reliability of our data and carbon offset calculation methods to ensure compliance with international standards and best industry practices.

Objectives The primary objective is to select an accredited provider to:

  • Evaluate the reliability and robustness of the current carbon offset calculation methods used at Jacarandas.
  • Identify potential gaps or biases in these methods.
  • Propose improvements to enhance the credibility and transparency of calculations.
  • Ensure compliance with international standards and protocols (e.g., GHG Protocol, Verra, ISO14064).

Scope of Evaluation

  • Detailed evaluation of the methods used to quantify greenhouse gas (GHG) emissions and the reductions or sequestrations associated with offset projects.
  • Analysis of the quality and reliability of the data used in calculations (emission sources, emission factors, etc.).
  • Evaluation of the software and tools used for calculations and reporting.
  • Review of offset actions already completed or underway (tree planting, renewable energy, etc.).
  • Verification of compliance with international standards and protocols.

Provider Profile

  • The provider must be accredited by a recognized body for GHG calculations verification (e.g., Gold Standard, ISO, CDP, SBTi, or equivalent).
  • The provider should have proven expertise in GHG inventories, carbon offsetting, and international standards.
  • The provider must demonstrate significant experience in conducting similar evaluations.
  • The provider should have qualifications in environmental management and carbon audits.

Expected Deliverables

  • Detailed Evaluation Report:
    • Critical analysis of current calculation methods.
    • Identification of strengths and weaknesses.
    • Recommendations to improve calculation accuracy and reliability.
    • Proposals for new methods or adjustments to existing methods, if necessary.
  • Action Plan:
    • Details of actions to implement recommendations.
    • Proposed timeline for implementation.
  • Results Presentation:
    • Oral presentation of key findings and recommendations to the project team.
    • Opinion on compliance with current standards.

Mission Duration The mission is estimated to last between 4 and 8 weeks from the date of contract signing.

Contractual Conditions The contract will be established based on terms negotiated between the parties, respecting confidentiality and intellectual property standards regarding the data provided.

Required Documents Interested providers are invited to submit a detailed proposal, including:

  • CVs of the engaged experts.
  • The work plan and proposed methodologies.
  • A detailed budget.
  • References from similar projects.

Proposal Evaluation Criteria Proposals will be evaluated based on:

  • Relevance of the methodological approach.
  • Provider’s experience and references.
  • Cost of the service.
